This null modem cable allows two serial DTE devices to communicate with each other without using a modem or a Data DCE device in between, this is achieved by crossing the wires between the two end of the cable. pin2 is connected to pin3 and pin3 is connected to pin2, the transmit pin is connected to the receive pin and vise versa.
